NOTICE IS HEREBY GIVEN that the Preliminary Budget for the Town of Sandy Creek, County of Oswego, New York, for the fiscal year beginning January 1, 2022, is on file and available in the office of the Town Clerk at theTown Hall, 1992 Harwood Drive,Sandy Creek, NY where it maybe inspected by any interested persons during regular office hours.

FURTHER NOTICE IS HEREBY GIVEN that the Town Board of the Town of Sandy Creek will meet and review said Preliminary Budget and hold a public hearing thereof on Wednesday, November3, 2021, at the Town Hallat6 PM. At such hearing, any person may be heard either for or against any item therein contained.Pursuant to Section 108 of Town Law, the proposed salaries of the following officials are specified as follows:
Supervisor $15,780.00
Councilmen (4) $ 3,777.75 each
Town Clerk $34,670.00
Highway Superintendent- $59,450.00

FURTHER NOTICE IS HEREBY GIVEN that the Town of Sandy Creek will also hold a public hearing at the same time noted above concerning the Fire Contracts between the town and the villages of SandyCreek and Lacona. The contracts are for the following amounts: Sandy Creek- $ 157,000.00; Lacona-$76,500.00. At such public hearing, any person may be heard either for or against such contracts.

Please take notice that the Town of Sandy Creek has received a Site Plan Review application by Ross L Rabetoy, II to convert the existing storage barn on the Carl E Graf Property (019.00-01-12) located at 2246-50 Co Rt 15 to an RV retail service business called Finishing Touch 2. This application may be viewed at the office of the Town Clerk at the Town Hall, M – F, 9am – 3pm. The Sandy Creek Regional Planning Board set a Public Hearing on Wednesday, September 1st at 7 pm at the Town Hall, 1992 Harwood Drive. Please wear a mask if attending this meeting. For the approval of a Cable Television Agreement between Spectrum Northeast LLC and the Town of Sandy Creek.

PLEASE TAKE NOTICE that the Town of Sandy Creek will hold a Public Hearing on May 12, 2021 at 7 p.m. at the Town Hall, 1992 Harwood Drive, Sandy Creek, NY regarding granting a cable television franchise agreement by and between the Town of Sandy Creek and Spectrum Northeast LLC, l/k/a Charter Communications. A copy of the agreement is available for public inspection during normal business hours at the Town Clerk’s office. At such public hearing, all persons will be given an opportunity to be heard. Written and oral statements will be taken at that time. Time limitations may be imposed for each oral statement, if necessary.

Notice of Completion of the Tentative Assessment Roll

Pursuant to RPTL, 506 (1), 1526 of the Real Property Tax Law

Notice is hereby given that the assessor of the town of Sandy Creek, County of Oswego, has completed the tentative assessment roll for the current year and that a copy has been posted to the Oswego County website where it may be examined by any interested person until June 1, 2021.
The Assessor will be in attendance with the tentative assessment roll on the following dates:

May 12, 9AM – 1PM
May 17, 4PM – 8PM
May 19, 9AM – 1PM
May 22, 8AM – 12PM
Due to Covid-19 restrictions, the Assessor will be available by appointment only.

Grievance Day will be held on Tuesday June 1, 4PM – 8PM by Appointment only in the town of Sandy Creek to hear and examine all complaints in relation to assessments, on the written application of any person believing him/herself to be aggrieved. You may submit your Grievance in writing.

Notice of Receipt of Tax Roll & Warrant

PLEASE TAKE NOTICE that I, Tammy L. Miller, the undersigned Collector of Taxes of the Town of Sandy Creek, County of Oswego and State of New York, have duly received the tax roll and warrant for the collection of taxes within the Town of Sandy Creek for the year of 2021, and that I will attend at 1992 Harwood Drive, in said Town of Sandy Creek, from January 4, 2021 to March 31, 2021, 10:00 in the forenoon to 2:00 in the afternoon on each day, excepting Saturdays, Sundays, and holidays for the purpose of receiving the taxes listed on said roll.

TAKE FURTHER NOTICE that taxes may be paid on or before January 31, 2021 without charge or interest. On all taxes received after such date, there shall be added interest of 1 percent if paid on or before February 28, 2021 and an additional 1 percent for each additional month or fraction thereof thereafter until such taxes are paid or until the return of unpaid taxes to the county treasurer pursuant to law.

Project Description:

The Town of Sandy Creek proposes to expand the 18-acre Snyder Road Gravel Pit by 13.6-acres. The 13.6 acre-expansion area will increase the total Life
of Mine to 31.6-acres. Approximately 400,000 cubic yards of material will be removed over the course of 10-20 years. Material will be processed through a portable screener. Excavation will remain above the seasonal high water table, and all storm-water will drain internally. There will be no increase in traffic above current levels. The mine will be reclaimed to vegetated open spaces.

State Environmental Quality Review (SEQR) Determination

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other involved agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.
